After serving in the U.S. Army for eighteen months and achieving the rank of captain, Joel began his career in 1963 as a lawyer in Washington, D. C. with the Tax Division of the U.S. Department of Justice. In that position he represented the Internal Revenue Service in both state and federal courts throughout the nation. From 1967 through 1969, Joe served as an assistant U.S. attorney in the Southern District of Texas representing the government in both civil and criminal litigation.
From 1969 through July 2001, Joelwas a partner with Scheinfeld, Malay and Kay, P.C., one of the nation’s top-ranked commercial bankruptcy firms, which at one time employed 85 attorneys in Houston, Austin and Dallas. During this period of time, Joel also served as managing partner, which required dealing with issues involving personnel, financing, marketing and compliance. Additional management experience was provided by active participation as an elected member of the Board of Directors and its chairman of the State Bar of Texas, and as an appointed board member of the Texas Board of Public Accounting. Joel was also elected as a member of the American College of Bankruptcy, and served as its fifth circuit regent and board member of its foundation. From July 2001 through December 2011, Joel continued his reorganization practice as of counsel at the law firm of Hughes, Watters, Arkanase, LLP in Houston.
Joel has a combined background and experience in accounting and corporate finance, litigation, management and tax and commercial law with a focus on commercial reorganization, turnaround and bankruptcy. The application of this experience has occurred in counseling with and the representation of debtors, creditors, trustees, investors and asset purchasers in both proceedings under the federal Bankruptcy Code and non-judicial reorganizations and compositions. These representations and counseling have been in the context of a wide and diverse variety of industry settings, including manufacturing and retailing of hard and soft goods, service providers, technology development and marketing, communications, real estate development and construction, transportation and oil and gas productions and refining.
